  विधेयकमा समितिले संशोधनमार्फत् निजी लगानीमा विद्यालय सञ्चालन र स्थापनाको बाटो खुलाएको छ। यसअघि सरकारले शिक्षा ऐनको संशोधनमार्फत् गुठी अन्तर्गत मात्र नयाँ विद्यालय स्थापना र सञ्चालन हुन सक्ने व्यवस्था गरेको थियो। समितिले निजी लगानी र गुठी दुबैमा विद्यालय सञ्चालन हुन गरी विधेयक पारित गरेको हो।  त्यसैगरी विधेयकले शिक्षणको भाषा नेपाली, अंग्रेजी, संस्कृत वा मातृभाषा हुन सक्ने व्यवस्था गरेको छ। सरकारले विधेयक ल्याउँदा गणित, विज्ञान र कम्प्युटर विषय अंग्रेजी भाषामा अध्यापन गराउनुपर्ने बाध्यकारी व्यवस्था गर्न प्रस्ताव गरेको थियो। तर समितिले त्यसलाई हटाएर नेपाली कला संस्कृति सभ्यता र सामाजिक रहनसहन समेटिएको सामाजिक अध्ययनका विषयहरू नेपाली वा मातृभाषामा अध्यापन गराउनुपर्ने व्यवस्था गरेको छ। अर्थात् गणित, विज्ञान र कम्प्युटर जस्ता विषय अंग्रेजी, नेपाली, मातृभाषा वा संस्कृतमध्ये कुनै पनि भाषामा अध्यापन हुन सक्नेछन्।  विधेयकमा स्थानीय तहहरूलाई विद्यालय गाभ्ने, कक्षा वा तह घटाउने वा बन्द गर्ने अधिकार दिएको छ। तर यसरी गाभ्दा आधारभूत तहका विद्यार्थीको हकमा ३० मिनेटको पैद...
